How come people finder dont have 17 and under? Are there any that have them and are free?

The reason for this is simple. People 17 and under have their information protected by the law. So, you can not find it. Or as far as I know you cant. Also, it is safer that way. Because most kids cant protect themselves as well as adults so it keeps them a tad bit safer. All I can say is that I hope you too are a kid that doesnt understand the law. Not some weird freak who is stalking a poor kid.

If your looking for people who are under age, you can't. They are protected by the law.
online dating sites don't take minors because of legal reasons. Some perv could pose as a kid and get hold of you and do who knows what. Find dates the old fashioned way, locally, thru friends etc. Then when you're 18 you can branch out. Sorry, but the world is rough that way.
To encourage actual, SOCIAL interaction amongst youngsters rather than laziness by pushing children's dating sites. Plus, as others have said, there are pedophiles out there that will target anyone underage, and the Internet is a major help to those people.
Try your local movie theater, mall, or your school even. Go to a park, etc. Get out and about. It may not be as easy to find a date that way, but it will be more worth it than chatting with someone you don't really know with miles and miles between you.
Anyway, I really don't know of any and was here to answer the first question you posed.
