Try Yahoo Messenger. There is an awesome way to reach people inexpensively. You dial a phone number on your computer, after you have deposited some money in your Yahoo phone out account. You will be able to find the country code and how to call in the yahoo information pages.
You will need a computer and a headset with a voice in voice out plug, and a correlary on your computer.
I have used this to reach my son in Europe all over, and have saved tons of money. It is very nice.

Theres no special dialing rules for indian mobile phones except that for calling from one Indian area to another you need to add a 0 to the begining of the number. Even mobile phone calls to other mobiles are considered long distance.
