Completely depends on what you want to do...UCLA is slightly more selective than USC, but that is likely because USC is private and will set you back upwards of $45,000/year and draws fewer applicants. UCLA is public and while out of state tuition for UCLA rivals USC, 80% of UCLAs applications come from California residents, so they are paying less than half that.
Academically, they are superior schools - and your education is what you make it. No matter how superior the school, if you are not committed to success, being "better" isn't relative.

A good school is a school that meets your expectations... a school that makes you feel at home.
Each has its plus side, of course. Which is better depends on what one chooses to major in.
