Is it true that there is an "expiration date" for college credits? Does one have to start from scratch?

I am not sure if we are on the same page with this term, but obviously you can disregard my answer if not.

Some colleges do stipulate that you have "x" number of years to finish a degree once you begin - and if you do not do so than all credits earned become null and void and you would start from scratch.

I understand this to be more prevalent in graduate school, but undergraduate institutions may implement this. It is clearly a question to ask or to discover by reading a school's catalog if you think this would be an issue.
