They changed the maximum score beginning fall of 2005 to 2400, 800 points maximum in Math, Verbal and a Writing section which includes an essay.
Supposedly every year the Math/Verbal level of difficulty is the same, so that a 1600 in 1993 would be the same as a 1600 in 2007. I'm not sure how accurate that is because of the change in curriculum these days.
For myself, I took the SAT I for the first time in 2001 and for the last time under the new test in 2006. There was a definite difference; I actually thought the new test was a lot easier (subjectively speaking I was a relatively intelligent kid to begin with).
The new Writing section includes an essay which accounts for 1/3 of the 800 points which is 1/9 of the total score.
As always, there are an infinite amount of techniques to "beat" the test, especially with the new Writing section. It's easy to go from what is considered a decent score (i.e. 1760 out of 2400) to over 2000 after learning a few of them.
That being said, many colleges put more consideration into the combined Math/Verbal score and mostly disregard the new Writing section.
