A circumstance is a condition or fact attending an event and having some bearing on it.
A situation is a combination of circumstances at a given moment.
Circumstance -
a condition, detail, part, or attribute, with respect to time, place, manner,agent, etc., that accompanies, determines, or modifies a fact or event; a modifying or influencing factor e.g.(Do not judge his behavior without considering every circumstance.)

Situation -
manner of being situated; location or position with reference to environment e.g. (The situation of the house allowed for a beautiful view.)
