Is it pronounced "ne-go-see-ay-shuns" or...?

The word is spelled "negotiations."

I hear people pronounce it beside a "C" in it, like ne-go-see-ay-shuns.

Newscasters, and otherwise intelligent general public have this affectation. What do you articulate and why?
